Every system is limited by what the ducts can deliver. Leaky runs in a crawlspace, undersized returns, and closed-off rooms all show up as comfort problems that no new furnace or air conditioner will solve on its own.
Ducts are the part of the system nobody looks at and everybody feels. Every bit of heating and cooling your equipment produces has to travel through them, and whatever leaks into a crawlspace or an unconditioned attic never reaches a room. A house can have brand-new equipment and still have a bedroom that never matches the rest of the floor, because the equipment was never the constraint. The air path was.
Airflow problems also show up wearing the costume of equipment problems. Restrict the return side and a furnace overheats and cycles off on its limit, while an air conditioner runs cold enough at the coil to freeze. The service call gets written up as a failed part, the part gets replaced, and the same thing happens again next season. Ducts, returns, and insulation are the quiet variables behind a large share of comfort complaints and a fair number of repeat repairs.
Duct work prices out by access more than anything else. Sealing and reconnecting runs in an open basement is straightforward, while the same work in a tight crawlspace or a hot attic takes far longer. Scope matters too: sealing existing runs, adding a return, replacing a stretch of failed flex, and rebuilding a trunk line are very different jobs. Static pressure testing and balancing are usually modest next to equipment work, which is part of why they are worth doing first. Duct work done alongside a system replacement generally costs less than coming back to do it separately later.
Sometimes, but cleaning is usually not the fix people hope for. If there has been construction dust, rodents, or visible debris, cleaning makes sense. If the complaint is comfort, or a room that never gets enough air, the cause is far more often leakage, a crushed run, or too little return, and cleaning changes none of those.
Heat rises, upper floors usually sit closer to a hot attic, and the duct runs to a second story are longer and often smaller. On top of that, most single-system houses are balanced for the house as a whole rather than by floor. The fixes are usually a mix of balancing, sealing attic runs, adding return capacity upstairs, and looking at attic insulation.
Occasionally it helps, but it treats the symptom. A booster fan pushes harder on a branch that is already restricted, and if the underlying issue is leakage or a shortage of return air, you get noise more than comfort. Measure first. If static pressure is high, the real problem is upstream, and a fan will not solve it.
That is the best time to do it. The equipment is being sized to the house, the ducts are already accessible, and a sealed system means the capacity you are paying for actually reaches the rooms. Skipping it means installing a properly sized system onto a duct network that will keep giving away part of its output.
